One Civilisation is a constitutional framework for planetary governance. It exists because the institutions built during the industrial era — the UN, the Bretton Woods system, national tax architectures — were not designed for artificial intelligence, for atmospheric commons governance, or for the coordination of technology policy across interconnected global systems.
The framework does not propose a world government. It proposes a constitutional protocol layer that overlays existing state sovereignty without displacing it. Any jurisdiction can adopt any module independently. The architecture grows by demonstrated value. The first step is genuinely small.
